READING — The Finance Committee voted 9-0 to recommend $3 million in free cash for the FY28 budget a day after voters rejected an operating override. The override failed 55 percent to 45 percent, and the Community Preservation Act passed narrowly. Chief Financial Officer Sharon Angstrom's scenarios showed a 2 percent operating increase would cut 44 positions at $3 million, 34 at $4 million and 24 at $5 million, assuming $100,000 per position.
Member Christopher Cook said, "If the number is 3, I will support 3." Staff said new growth for fiscal 2027 fell to $436,000 against $830,000 budgeted. Members did not vote on an operating budget percentage.
